
The Master Agreement between the BC Public Service Agency (BCPSA) and BCGEU has historically recognized three different professional accounting bodies: Certified General Accountants, Certified Management Accountants and Chartered Accountants.
The language in the Seventeenth Master Agreement reflected a shared understanding that respective accounting bodies were in merger talks to become “Certified Professional Accountants” (CPAs). In 2013, the new association (CPA) indicated that members with the previous three designations would have "hyphenated designations" for 10 years and they would have separate reimbursement amounts during that period.
Accordingly, our union and the BCPSA agreed to include CPAs, and all four designations would be reimbursed based upon the 2013 professional dues rate.
In 2015 the CPA association decided to have one fee structure for all designations.
Based on this, our union and the BCPSA agree to reimbursement based upon a weighted average that would apply to the hyphenated CPA-CGAs and CPA-CMAs based upon the 2013 fees for all groups. Hyphenated CPA-CAs and all new CPAs will be reimbursed at the 2015 CPA rate.
For more clarity, for the 2016 year and until the conclusion of the Seventeenth Master Agreement the reimbursement shall be:
