What's in the Component 12 Agreement?


On November 13, BCGEU members of Component 12 ratified their tentative component agreement. Of the eligible members that voted, 89.8% voted in favour of ratifying.

Executive summary

The majority of the changes to your component agreement are minor, clarifying changes that enshrine current practices and seek to achieve parity with other components and existing language. Highlights include improvements to overtime language, training and development pay, and an enhanced uniform allowance. We offered many possible solutions to address workload, equal access to telework, modified work weeks and flexible work arrangements and were disappointed that the employer did not take the opportunity to demonstrate they value the work of administrative professionals. 

Language related to compensatory time off (i.e. lieu time) has been improved, with the addition of the following language in Article 5.1(b): Approval of compensatory time off will not be unreasonably withheld. This language strengthens your ability to take time off when you most need it and puts the onus on your employer to justify any denial of time off requests.  

Language related to in-service examination costs has also been improved. Pursuant to Article 7.6(b), you will not lose any pay as a result of participation in any in-service competitions within the public service.  

In addition, your clothing allowance will be increased by the same amount as the general wage increase (i.e. by 3 per cent each year for the duration of the agreement).  

Finally, thanks to enhancements in Appendix 2, court clerks who are required to wear a uniform will see increases in their annual clothing allowances. The amount will increase from $195 per year in the old agreement to $284.36 as of April 1, 2025 and $290 as of April 1, 2026.
