Transfer of Home Support Workers - BCGEU Members at Bayshore, Paramed, We Care, Saint Elizabeth Health Services, Greater Vancouver Community Health Services - BCGEU


Dear Member,

As you likely know, the Fraser Health Authority (FHA) and the Vancouver Coastal Health Authority (VCH) are not renewing their contracts for home support services with your employer, effective March 31, 2020.

The Health Authorities want to maintain continuity of care as much as possible during the transition and also want to maintain the continuity of employment for the affected workers. We don't yet know what workers will be affected as your employer has indicated that they intend to continue home support operations after the transfer. We currently understand that those services would be offered on a private basis, typically fee for service.

The Health Authorities will be transferring workers to provide publicly funded home support services currently being provided by your employer. Presently the contracted agencies are providing both private and public home support services and we're working with the FHA and VCH to preserve continuity of employment for all affected workers, including those that are not required by the Health Authorities to transfer.

We don't expect that any one currently working in home support services will receive lay off notice as a result of the transfer. The current volume of work and more will be required on the date of transfer (March 31, 2020).

To facilitate this very complicated transfer the FHA and VCH need some information about the workers like you working for the 5 contracted agencies. The information they have asked for is:

Employee's current work location/assignment

Employee's job title and classification (HISCIS code if applicable)

Employee's status (casual, regular, no leave)

Employee's FTE (if regular)

Employee's hours of availability

If you are asked to provide more information than what is listed above, you should contact your steward or staff representative. Providing the information is optional but declining to provide it will result in the Health Authorities not offering to transfer you into their employment. This isn't a punishment but is simply because the Health Authorities need the information for the employees that are potentially transferring into their employment.
