Component 1 bargaining news - BCGEU


Your Component negotiating committee met with the Employer during the weeks of February 15 – 19, 2010 and February 22 – 26, 2010.  Although we were restricted by the Liberal Government’s net-zero compensation mandate and a very difficult Employer, we were able to negotiate some improvements to the Component Agreement and are able to recommend acceptance and ratification of the changes made to your Agreement.  We are also able to report that there were no concessions made other than non-substantive housekeeping language changes.

 Details of changes to the Agreement are as follows:

 1. The parties agree to include “work environment” as an agenda item for the Joint Union-Management Article 3.1 Committee, and reflect that through a Letter of Understanding in the Component Agreement.  This will allow both parties to identify the unique and abnormal conditions facing Correctional and Sheriff Services officers.

 2. The parties agree to establish local agreements that outline provisions for rotation through work groups considering seniority within classifications.

 The Local Chairperson or designated steward will sit on the placement meetings as an observer.  This will be reflected by a Letter of Understanding (Adult Custody only) in the Component Agreement.

 3. Surplus parkas will be issued to outdoor work program officers and their relief officers upon request.

 4. Youth custody staff will be provided with a parka as may be reasonably required.

 5.The parties agree to form a joint committee to establish a template for guidelines governing substitution in the functional work groups within the Adult Custody Division.

 6. Sheriff Services agrees to discuss and resolve concerns about required medical footwear.

 7.The parties agree to renew the regular part-time agreements for Adult Custody and Sheriff Services.

 8. The Employer agrees that new hires progressing through the security officer training will be provided time during normal work hours to complete this training within the specified time and implement the pay increase at the specified time.

 9. The Employer agrees to replace existing uniform name tags with name tags that identify a staff member by their last name only (Adult Custody Division).

 10.The parties agree that Sheriff Services vacation schedules will be circulated commencing November 1st of each year and completed vacation schedules will be posted by December 31st of each year.

 11.The parties agreed to establish an initial uniformissue for Youth Custody Auxiliary employees.

 12. Housekeeping changes were made to Article 9 – Vacation Scheduling, Article 12 – Uniform Issue, Article 13.7 – General Conditions, Article 15 – Term of Agreement, Appendix A– Ministry Work Units, Appendix B – Ministry Auxiliary Seniority Units, Appendix C – Work Schedules, Deputy Sheriffs Addendum – Split Shifts, Deputy Sheriffs Addendum – Maintenance of Work Apparel, Deputy Sheriffs Addendum – Clothing and Equipment Issue, Deputy Sheriffs Addendum– Auxiliary Seniority Units.
